On December 22, 2019, a major political process - the election of deputies to the Legislative Chamber of the Oliy Majlis and Local Councils took place in our country.

Under the decision of the Central Election Commission of December 25, 2019, in 25 constituencies for the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, the winners of the first round were not determined, that is, since none of the five political party candidates nominated in these constituencies received more than 50 percent of the votes cast, a repeat vote was scheduled for January 5, 2020, between the two candidates who received the most votes in those constituencies.

On 5 January, repeat voting took place in 1,730 polling stations in 25 constituencies for the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.

In these polling stations, 3 million 147 thousand 79 citizens were included in the Single Electronic Voter List (SEVL), of which 1 million 978 thousand 48 took part in the repeat voting. This means that 62.8% of the citizens included in the SEVL took part in the repeat voting. It should be noted that, following Article 59 of the Electoral Code of the Republic of Uzbekistan, the percentage of voter turnout in repeat voting is not taken into account, however, the turnout of 62.8% of the electorate proved once again that the political and legal culture of our citizens is growing, that they are not indifferent to the elections of the new parliament and support the comprehensive, fair and humane policy pursued in the country.

The candidate who receives more votes than the other candidate is considered elected in re-voting.

The repeat voting process was monitored by more than 5,000 observers from political parties and citizens’ self-government bodies. Representatives of domestic and foreign media accredited by the Central Election Commission of the Republic of Uzbekistan, as well as local journalists accredited by the territorial election commissions, also actively covered the election process. 

On December 25, 2019, candidates from 125 constituencies were recognized and registered by the Central Election Commission as elected to the Legislative Chamber. They are:

- 42 representatives of the Liberal Democratic Party of Uzbekistan;

- 34 representatives of the Democratic Party of Uzbekistan “Milliy Tiklanish”;

- 20 representatives of the Social Democratic Party of Uzbekistan “Adolat”;

- 18 representatives of the People’s Democratic Party of Uzbekistan;

- 11 representatives of the Ecological Party of Uzbekistan.

According to the protocols and resolutions of 25 district election commissions on the results of repeat voting submitted to the Central Election Commission:

- 11 out of 15 candidates of the Liberal Democratic Party of Uzbekistan;

- 2 out of 11 candidates of the Democratic Party of Uzbekistan “Milliy Tiklanish”;

- 4 out of 9 candidates of the People’s Democratic Party of Uzbekistan;

- 4 out of 10 candidates of the Social Democratic Party of Uzbekistan “Adolat” and

- 4 out of 5 candidates of the Ecological Party of Uzbekistan were elected as deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.

These deputies were registered at the session of the Central Election Commission. Thus, the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan was fully formed.

According to the results of elections on December 22, 2019, and re-voting on January 5, 2020, political parties won the following seats in the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan:

1. Liberal Democratic Party – 53 seats;

2. Democratic Party of Uzbekistan “Milliy Tiklanish” – 36 seats;

3. Social Democratic Party of Uzbekistan “Adolat” – 24 seats;

4. People’s Democratic Party of Uzbekistan – 22 seats;

5. Ecological Party of Uzbekistan – 15 seats.

Of the 150 deputies elected to the Legislative Chamber of the Republic of Uzbekistan, 48 or 32% are women, and 39 or 26% are former deputies of the Legislative Chamber.

By age, 9 or 6% of the deputies are under 30 years old, 97 or 65% are between 30 and 50 years old and 44 or 29% are over 50 years old. The youngest deputy is 26 years old, while the oldest one is 71 years old.

130 (87.0%) deputies are Uzbek and 20 (13%) are representatives of other nationalities. Of these, 5 are Karakalpak, 5 are Russian, 3 are Kazakh, 3 are Tajik, 2 are Korean and 1 is Turkmen and 1 is Kyrgyz.

By specialization, 32 or 21.3% of deputies are representatives of science and education, 23 or 15.3% are representatives of banking, finance, and economics, 21 or 14% are lawyers, 21 or 14% are representatives of public and non-governmental organizations, 12 or 8% are agricultural specialists, 9 or 6% are medical professionals, 9 or 6% are construction, transport, and communication representatives, 6 or 4% are media representatives, 7 or 5% are entrepreneurs and 10 or 6.7% are from other sectors.

6 of the Law of the Republic of Uzbekistan “On the Cabinet of Ministers of the Republic of Uzbekistan”, adopted on December 10, 2019, in the new edition states that the candidate for Prime Minister will be nominated to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan by the political party that won the most seats in the elections or by several political parties that won an equal number of seats. According to the law, the Movement of Entrepreneurs and Businessmen - the Liberal Democratic Party of Uzbekistan has the right to nominate a candidate for Prime Minister.
