Presentation of candidates for deputies to the Legislative Chamber of the Oliy Majlis, regional, district, city Kengashes of people's deputies, their registration, is the one of the important processes of the election campaign, as well as to organize and conduct it according to the law, open, fair and at the high level. It will serve to effectively voting, in order to choose worthy candidates.

Presentation of candidates for deputies to the Legislative Chamber of the Oliy Majlis, regional, district, city Kengashes of people's deputies, their registration, is the one of the important processes of the election campaign, as well as to organize and conduct it according to the law, open, fair and at the high level. It will serve to effectively voting, in order to choose worthy candidates.

In accordance with Article 37 of the Election Code, Right to nominate a candidate for Presidency of the Republic of Uzbekistan, a candidate for deputy to the Legislative Chamber and a candidate for deputy of local Kengashes belongs to political parties.

Article 9 of the Election Code When forming election constituencies, the maximum permissible deviation in the number of voters in election constituencies shall generally not exceed ten per cent. In previous legislation, the boundaries of this indicator were not identified.

And another innovation, identified in article 10 of the new code, When conducting elections for deputies to the Legislative Chamber, local Kengashes, single polling stations shall be formed by the district election commissions on election for deputies to the Legislative Chamber.

These and other innovations of the election legislation were the focus of the training which was held on October 25, 2019 with the initiative of the Central Election Commission for the chairmen and secretaries of 150 district election commissions on the election of deputies to the Legislative Chamber of the Oliy Majlis, the CEC of the Republic of Karakalpakstan, regional and Tashkent city election commissions.

The purpose of the seminar is to high-level preparatory for the upcoming elections to the Legislative Chamber and local Kengashes on December 22, as well as to increase the knowledge and skills of the participants in the process.

At the beginning of the training the ceremony of presenting certificates to the chairmen of the district election commissions was held. After that, speeches were heard by the representatives of the CEC, members of the secretariat and senior officials on the electoral law, the significance of regulatory documents and their application into the practice.

It was noted that the district election commissions for conducting elections to the Legislative Chamber are formed by the CEC as part of 9-11 people, at least 70 days before the election. Candidates for members of district election commissions are recommended by the Jokarges Kenes of the Republic of Karakalpakstan, regional and Tashkent city councils of people's deputies. 150 territorial districts will be formed for the election of deputies to the Legislative Chamber. One deputy will be elected from each electoral district. The boundaries of constituencies for parliamentary elections are approved taking into account the administrative-territorial structure of the Republic of Karakalpakstan, regions and the city of Tashkent and in the equal number of voters throughout the Uzbekistan.

During the event, the importance of a single electronic voter list was mentioned by the members of the CEC. The single electronic list of voters is a state information resource that has absorbed data from more than 20 million citizens who have reached 18 years of age, have permanent or temporary residence permits and are able to communicate freely. The single electronic list of voters provides warning of cases when one voter votes twice, accurate inclusion in the voters list for a polling station, formation of a voters list in relation to the cadastral number of real estate objects.

During the event, speeches were heard regarding the formation of the composition of precinct election commissions, the registration of candidates for deputies, the financing of the activities of election commissions, the procedure for using allocated state budget funds, issues of organizing and conducting election campaigns, and features of working with international and foreign observers.
