The regular meeting of the Central Election Commission

On September 30, 2021, the next meeting of the Central Election Commission was held. The meeting was chaired by the Chairman of the Commission Z. Nizamkhodjaev.

The agenda includes questions on additional measures to ensure the suffrage of persons with disabilities, on information from the head of the Sanitary and Epidemiological Wellbeing and Public Health Service on compliance with the requirements of the Instruction to prevent the spread of coronavirus infection (COVID-19) during the Presidential elections of the Republic of Uzbekistan; on the accreditation of observers from international organizations and foreign countries participating in the elections of the President of the Republic of Uzbekistan; on the accreditation of media representatives; on amendments to the composition of the 14th Tashkent city district election commission for holding elections of the President of the Republic of Uzbekistan.

Furthermore, the information of the chairmen of some district election commissions on the preparation and conduct of the Presidential election of the Republic of Uzbekistan was heard.

Initially, the members of the commission considered the issue of additional measures to ensure the suffrage of persons with disabilities.

The Central Election Commission has always paid special attention to the needs of citizens with disabilities in the run-up to elections. Article 31 of the Election Code stipulates that Stencils can be made to fill ballots in Braille.

The meeting approved a sample and description of a stencil made on the basis of the Braille alphabet for filling in the ballot paper for the Presidential election of the Republic of Uzbekistan. According to the resolution, each polling station will be provided with two stencils for the use of blind voters when filling out the ballot. Polling stations will be equipped with secret voting booths specially equipped for people with disabilities. If necessary, optical magnifiers and lights can be installed at polling stations for blind voters.

It is envisaged to take measures to ensure free travel of voters with disabilities to polling stations in densely populated areas, to complete the creation of inclined corridors at the entrance and exit of polling station buildings with a width of at least 90 cm and an exit angle of no more than 300, create additional conditions for voters were free to come, leave and move inside the building.

At the meeting, there have also been heard a report from the head of the Sanitary and Epidemiological Wellbeing and Public Health Service on compliance with the requirements of the Instruction to prevent the spread of coronavirus infection (COVID-19) during the Presidential elections of the Republic of Uzbekistan.

It was noted that the Ministry of Health and the Services of Sanitary and Epidemiological Wellbeing and Public Health will take important, urgent measures to ensure effective protection of sanitary and epidemiological well-being and public health during the Presidential election of the Republic of Uzbekistan in the context of the COVID-19 pandemic.

An analysis of the epidemiological situation in the territory of election districts will be carried out on a daily basis and, if necessary, appropriate recommendations will be given to electoral commissions. During the election period, buildings and premises in which constituencies and polling stations of the election commissions are located will be disinfected in a timely manner, and anti-epidemic measures will be taken.

The members of the Commission considered the issue of accreditation of observers from international organizations and foreign countries participating in the  Presidential elections of the Republic of Uzbekistan.

It was noted that the Ministry of Foreign Affairs submitted to the CEC submissions on the accreditation of 47 foreign (international) observers. In accordance with the CEC resolution on the accreditation of observers from international organizations at the Presidential elections of the Republic of Uzbekistan, 47 foreign observers from the OSCE / ODIHR (1), the Commonwealth of Independent States (18), the Organization of Islamic Cooperation (4), the USA (1), Germany (1), Republic of Korea (1), Malaysia (5), Egypt (1), Republic of Azerbaijan (4), Russian Federation (4), Ukraine (5), Japan (1), Republic of Kazakhstan (1).

Thus, the total number of observers accredited to date from foreign countries and international organizations at the Presidential elections of the Republic of Uzbekistan is 159 people. The Central Election Commission empowers international observers to carry out their activities during the preparation and conduct of elections within the time frame established by law.

Members of the Commission also considered the issue of accreditation of media representatives.

It was noted that the Central Election Commission received 45 appeals from the media. The meeting unanimously approved a draft resolution on the accreditation of media representatives and accredited 172 representatives of 45 local media outlets.

Currently, 1253 representatives of local media and 48 representatives of foreign media are accredited.

The next issue on the agenda of the meeting was amending the composition of the 14th Tashkent City District Election Commission for the Presidential election of the Republic of Uzbekistan.

In accordance with Articles 14, 16, 21 and 25 of the Election Code of the Republic of Uzbekistan and the recommendation of the Tashkent City Kengash of People's Deputies, changes were made to the composition of the 14th Tashkent City District Election Commission, approved by the Decree of the Central Election Commission No. 1099 dated August 14, 2021.

During the meeting, reports of the chairmen of the Samarkand, Fergana and Khorezm constituencies on preparations for the elections were heard.

Resolutions on the issues included in the agenda of the meeting were adopted by the members of the commission unanimously through an open vote. It should be noted that the decisions of the Central Election Commission come into force from the moment of their adoption.
