Ladies and Gentlemen!

 

The day before, on October 24, elections of the President of the Republic of Uzbekistan took place.

The Presidential elections of the Republic of Uzbekistan were held in full compliance with our national electoral legislation, international criteria and standards defined in it by the generally recognized democratic principles of openness, transparency, freedom and justice, and high spirits.

Today, based on popular and democratic principles, New Uzbekistan, continuing the historical traditions of its ancestors, enriches them, attracting the attention of the whole world as a modern developing state.

The presidential elections that took place have become a vivid manifestation of the lofty thinking and wisdom of our people.

These elections are an integral part of the consistent and dynamic reforms being carried out in New Uzbekistan in all spheres, including political, legal, social, economic, spiritual and educational.

The presidential elections, which took place in a real competitive environment between five political parties and their candidates, became a vivid demonstration of the strengthening of freedom and democracy in Uzbekistan.

 

Over the past five years, there have been fundamental changes in the national electoral legislation of our country. According to leading international experts, the gradual improvement of electoral legislation and the practice of holding elections in New Uzbekistan has reached a qualitatively new level.

The current presidential elections were held for the first time on the basis of the Election Code adopted in 2019.

In accordance with the amendments and additions made on February 8 and May 31 of this year to the electoral legislation, the rights and guarantees of participants in the electoral process, namely voters, political parties, election commissions, media and observers, have significantly expanded. The information system for managing electoral processes has been improved by introducing modern information technologies.

Election commissions of all levels organized their work in full accordance with the requirements of the Election Code, the program of the main events for the election of the President of the Republic of Uzbekistan and the Calendar Plan, the principles of legality, independence, impartiality, transparency and openness.

During the election campaign, equal and broad opportunities were created for the pre-election campaign of political parties and presidential candidates.

In the context of a pandemic, at polling stations, reliable health protection of the population of voters and other participants in the election process has been ensured, the necessary conditions have been created to ensure their safety.

I want to especially note that despite the fact that it is autumn now, the sun was shining brightly in all regions of our native Uzbekistan on election day, which created a spring mood among voters, an uplifted mood and greater confidence in a bright tomorrow. At the elections, citizens voted freely and were active.

The high voter turnout is another practical proof that, in consultation with the people and in accordance with the amendments made to our national electoral legislation, election day was postponed from the snowy-cold December to warm October, which confirms the correctness of this decision. A total of about a thousand observers from about 20 international organizations followed the elections, including the Parliamentary Assembly of the Organization for Security and Cooperation in Europe and the Bureau for Democratic Institutions and Human Rights, the Shanghai Cooperation Organization, the Commonwealth of Independent States and the CIS Interparliamentary Assembly, the Council of the Parliamentary Assembly Turkic-speaking countries, the Organization of Islamic Cooperation, as well as from fifty foreign countries, in addition, 1672 representatives of domestic and foreign media directly observed and covered the process.

Such a large-scale participation of international observers and the media is a record figure in the history of elections in Uzbekistan.

In addition, 64,450 representatives of the five political parties and citizens' self-governing bodies participating in the elections directly observed the elections. You have witnessed how for the first time millions of people watched live streaming using 414 video cameras installed at 207 polling stations in districts and cities of the country.

Journalists transmitted television and radio from thousands of polling stations, photo reports, prepared interviews and news. The election process was widely reported on social networks of the Internet, websites, which became familiar to the whole world.

During the election campaign, the Press Center of the Central Election Commission and its regional branches created a wide media platform for all participants in the electoral process. Hundreds of press conferences, briefings, interviews and meetings have been held.

At the events, information was heard from the leadership of the Central Election Commission of the Republic of Uzbekistan, the chairman of the Supreme Court, the Prosecutor General, the ministers of internal affairs, for the development of information technologies and communications, chairmen of precinct election commissions.

In total, over 76,000 materials have been published in foreign and domestic media since the beginning of the election campaign.

The adoption by the Central Election Commission of a program of basic measures for the preparation and conduct of elections of the President of the Republic of Uzbekistan and its consistent implementation is of great importance in ensuring the conduct of elections in accordance with the requirements of the legislation and at a high organizational level.

Another feature of this year's presidential elections is the civic responsibility of our voters, a growing sense of involvement in the reforms being carried out in our country.

The elections once again demonstrated the growing political thinking, public activity and cultural level of the people of Uzbekistan.

Of the 20 million 158 thousand 907 voters included in the voter list, 16 million 212 thousand 343 voters took part in the election of the President of the Republic of Uzbekistan, including our compatriots who voted abroad. This is 80.4% of the total number of voters.

 

421,176 voters took advantage of the opportunity to vote early from 14 to 20 October this year.

At the elections, conditions for voting at 54 polling stations in 37 countries were created for all our citizens living abroad, regardless of whether they are on the consular list. Previously, only officially registered citizens of Uzbekistan from consular offices took part in the elections.  According to preliminary data, ballots were counted at all polling stations for the presidential elections in Uzbekistan. Candidates for the President of the Republic of Uzbekistan nominated by political parties received the following number of votes:

 

Bahrom Abdukhalimov from the Social Democratic Party of Uzbekistan "Adolat" gained 3.4%;

Narzullo Oblomurodov from the Ecological Party of Uzbekistan - 4.1%;

Alisher Kadirov from the Democratic Party of Uzbekistan "Milliy Tiklanish" - 5.5%;

Maksuda Vorisova from the People's Democratic Party of Uzbekistan - 6.6%;

Shavkat Mirziyoyev from the Movement of Entrepreneurs and Business People - the Liberal Democratic Party of Uzbekistan received 80.1% of the vote.

 

According to the Election Code of the Republic of Uzbekistan, a candidate who receives more than half of the votes, that is, more than 50 percent of the votes, is considered elected President.

Based on this information, we inform you that Shavkat Miromonovich Mirziyoyev, a candidate from the Movement of Entrepreneurs and Business People - the Liberal Democratic Party of Uzbekistan, won a convincing victory with 80.1% of the vote and was elected President of the Republic of Uzbekistan.

Allow me, on behalf of the Central Election Commission, to sincerely congratulate Shavkat Miromonovich on this brilliant victory!

To win the trust and love of the people is the highest happiness for a person!

We heartily congratulate Shavkat Miromonovich on the highest post and worthy of such happiness! There have been no reports or information about gross violations during the presidential elections. However, the Central Election Commission received applications from voters and social networks on the electoral process. Measures were taken to consider and resolve them within the specified timeframe and in the manner prescribed by law. Currently, the Central Election Commission is considering protocols and other documents submitted by district election commissions. after that, the Central Election Commission will take a decision on the results of the presidential elections.

In conclusion, I would like to once again congratulate our people on the free election of their Leader in democratic elections, which took place in an atmosphere of peace, harmony and real rivalry, and wish our New Uzbekistan, recognized as one of the most peaceful, stable and prosperous countries in the world, further development!

I would like to once again express my sincere gratitude to all media representatives for their active participation in holding the presidential elections open and transparent!
