Representatives of various countries and institutions took part in the international observation of the elections: election organizers, parliamentarians and the expert community.
A total of 971 international observers were accredited by the CEC, including 631 international observers from 18 international organizations such as the OSCE Parliamentary Assembly and the Office for Democratic Institutions and Human Rights, the Parliamentary Assembly of the Council of Europe, the Shanghai Cooperation Organization, the Commonwealth of Independent States and the Inter-Parliamentary Assembly CIS, the Cooperation Council of Turkic-speaking States, the Parliamentary Assembly of the Turkic Council, the Organization of Islamic Cooperation and others, as well as 340 international observers from 45 foreign countries.
The leaders and coordinators of the international observer missions highly appreciated the preparation and conduct of the elections.
According to the general opinion of the event participants:
- the necessary conditions were created for the missions of international observers, which made it possible to conduct effective monitoring of the preparation and conduct of elections, which is evidence of the openness and transparency of the electoral process in Uzbekistan;
elections of the President of the Republic of Uzbekistan were held within the framework of national legislation and international standards of electoral rights, in compliance with democratic norms.
In particular, as the head of the CIS mission in the elections noted, CIS Executive Secretary S. Lebedev, the elections were held in full compliance with the requirements of the Constitution and the Electoral Code of the Republic of Uzbekistan, were competitive, free, open and transparent, and met the generally recognized principles of holding democratic elections. A distinctive feature of the elections in Uzbekistan is the absence of black PR and the war of compromising evidence, which favorably distinguishes the electoral process in the country from the elections in Western countries.
The head of the SCO observer mission, SCO Deputy Secretary General E. Ashimov stressed that the presidential elections in Uzbekistan met the requirements of national legislation and international obligations, were free, legitimate and democratic. There were no violations that cast doubt on the voting results in these elections. He also separately noted the improvement of the electoral process through the introduction of modern communication and information technologies.
According to the head of the Observer Mission from the Cooperation Council of Turkic-speaking States (CCTS, Turkic Council) O. Kojaman, the elections of the President of the Republic of Uzbekistan were held openly, transparently and in accordance with the national legislation of the Republic of Uzbekistan, as well as international standards, norms and requirements. Congratulating Uzbekistan and the Uzbek people on the holding of successful elections, he stressed that the election results will contribute to the further development of the country, prosperity and the establishment of stronger ties in the Turkic world.
Also, a joint press conference of the missions of the Parliamentary Assembly and the Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe (PA and OSCE / ODIHR) and the European Parliament took place.
According to the Statement on the preliminary results and conclusions of the mission observers, the presidential elections were held against the backdrop of the ongoing implementation of the strategy of reforms in the social, economic and political spheres, initiated by the President of Uzbekistan, under the motto "New Uzbekistan".
It is recognized that in recent years, Uzbekistan has made significant progress in the process of preparing and holding elections, carried out serious reforms of the electoral legislation, which contributed to the implementation of a number of OSCE / ODIHR recommendations.
The strengthening of guarantees for the unimpeded conduct of election campaigning is welcomed, measures to exclude the facts of the use of administrative resources are positively assessed, and the strengthening of guarantees of legal protection of electoral rights is noted.
A high assessment is given to the activities of the CEC in the preparation and conduct of elections. It is emphasized that, despite the problems associated with COVID-19, the CEC organized its activities professionally, efficiently and effectively within the timeframes provided for by law.
It is indicated that for the first time all meetings of the CEC were open to the general public and broadcast in real time, and its decisions were immediately published on the website of the commission. This, as noted in the document, contributed to the openness and transparency of the electoral process.
Measures to create an enabling environment for persons with disabilities were also positively assessed.
The CEC expresses its sincere gratitude to the missions of international observers, all international observers for the assistance provided to the Republic of Uzbekistan in holding fair, fair and transparent elections in accordance with generally recognized standards and best practices, the country's international obligations in the field of elections, and is committed to continuing close cooperation with international organizations in electoral sphere.
