Early voting procedure

A voter who cannot be at his or her place of residence on the referendum day shall have the right to vote early.

Early voting shall start ten days before the referendum and end three days before the referendum.

1. For early voting, upon request, the voter shall present the identification document to the member of the Precinct Commission, stating the reason for absence on the day of the referendum (holiday, business trip, foreign trip, etc.), and shall receive a ballot paper and an envelope from the relevant Precinct Commission.


2. In the presence of at least two members of the relevant Precinct Commission, a voting citizen shall sign for receipt of the ballot paper in the extract from the list of voters.


3. The ballot shall be filled in by the voter in a booth or room specially arranged for the secret ballot, by making an independent choice.

4. The voter shall place the completed ballot in an envelope and seal it with adhesive.


5. The voter shall hand over the completed ballot in a sealed envelope to the member of the Precinct Commission.


6. The envelope shall be signed by two members of the Precinct Commission in the place where the envelope is glued together and confirmed with the Commission's stamp.


The envelope shall be kept in the safe of the Precinct Commission until the votes are counted. Early voting shall begin on April 19, 2023 and end on April 26, 2023.


Reminder! The hours for early voting at the referendum precinct shall be from 9:00 a.m. to 6:00 p.m. on weekdays and 12:00 p.m. to 4:00 p.m. on weekends and holidays.
