A voter who cannot be at his or her place of residence on Election Day has the right to vote early.
Early voting shall begin ten days before the elections and end three days before the elections.
For early voting, the voter shall receive a ballot from the relevant Precinct Election Commission on the basis of a request stating the reason for his/her absence on Election Day. In the presence of at least two members of the relevant Precinct Election Commission, the voter shall sign the receipt of the ballot on the list of voters.
The ballot shall be filled out by the voter in a specially equipped voting booth or a secret voting room.
The voter shall decide and hand over the completed ballot in a sealed envelope to a member of the election commission, and the envelope shall be kept in the safe of the corresponding Precinct Election Commission.
At the spot where the envelope is sealed together, the signatures of two members of the Election Commission shall be affixed and certified with the stamp of the Commission.
Early voting for the presidential elections shall take place from June 28 to July 5, 2023.
