The purpose of the Needs Assessment Mission is to assess the pre-referendum environment and the preparations for the referendum, review of the legal framework in terms of generally accepted international standards.

Based on the recommendations of the Mission, the OSCE ODIHR will decide on whether to deploy an ODIHR referendum-related activity, and if so, what type of activity would best meet the identified needs.

During the visit, the Mission experts will meet with the Chairman of the Central Election Commission, representatives of relevant state authorities and media.
