Today is the 30th anniversary of the adoption of the Law on the State Flag of the Republic of Uzbekistan.

Article 5 of the Constitution of the Republic of Uzbekistan states that the Republic of Uzbekistan has its state symbols approved by law - the flag, coat of arms and anthem.

The Law on the State Flag of the Republic of Uzbekistan was adopted on November 18, 1991 at the Seventh Extraordinary Session of the Supreme Soviet of the Republic of Uzbekistan.

The State Flag of the Republic of Uzbekistan is a symbol of the state sovereignty of the Republic of Uzbekistan and a symbol of the Republic of Uzbekistan in international relations.

The State Flag of the Republic of Uzbekistan is a rectangular fabric consisting of three stripes of blue, white and dark green running along the entire length of the flag.

In accordance with the law, a schematic and color image of the State Flag of the Republic of Uzbekistan was approved, by which the State Flag of the Republic of Uzbekistan is 250 cm long and 125 cm wide. The width of the blue, white and green widths is the same. Each has a width of 40 cm. Red lines with a width of 2.5 cm, which are in the middle of the State Flag of the Republic of Uzbekistan, are drawn along the edges of the white width.

A white new moon and besides it twelve white five-pointed stars are drawn on the front and back of the blue flag at the top of the State Flag of the Republic of Uzbekistan, at the pole.

A white new moon and twelve white five-pointed stars fit into a 75x30 cm rectangle in the middle of the blue top width. The white new moon is located vertically on the side of the stake, at distance of 20 cm from it, and fits into a circle with a diameter of 30 cm. Twelve white five-pointed stars arrange in a circle with a diameter of 6 cm. The distance between the circles is 6 cm. The stars are arranged longitudinally and vertically in the following order: three stars in the top row, four stars in the middle row, and five stars in the bottom row. The stars in the bottom row are located 3.5 centimeters from the lower end of the new moon.

The blue color of the flag is a symbol of pure sky and water, reflecting the essence of life. In the language of symbols, it means goodness, wisdom, honesty, glory and devotion. Consequently, the color of Amir Temur’s state flag was also blue.

The white color of the flag is a symbol of sacred peace, which is combined with the fair day and the lights of the universe. White is a symbol of purity, innocence, purity of dreams and thoughts and a desire for inner beauty.

Green is a symbol of nature’s renewal. It is a symbol of youth, hope and joy in many nations.

The red lines represent the blood flowing in our bodies. The young crescent is associated with our historical traditions and, at the same time, is a symbol of our independence. The stars are considered a symbol of divine for all. Twelve stars on the State Flag is also directly bearing on our historical traditions and ancient chronicles. The twelve stars is also explained by the development of astrology as a science in the ancient states on the border of Uzbekistan. This image on our State flag should be considered as a symbol of the antiquity of the culture of the Uzbek people, their desire for perfection and happiness in their land.

The law on the State Flag clearly defines in which buildings of the state flag of the Republic of Uzbekistan, in the conference halls and in the offices of the heads of governing bodies.

Today, our flag is flying in front of government agencies and institutions, educational institutions, international organizations of which Uzbekistan is a member, our State’s embassies and permanent missions abroad.

The state flag of the Republic of Uzbekistan is raised at 6 a.m. and lowered at 10 p.m. in the central streets, squares, other public places and facilities determined by the decisions of the Council of Ministers of the Republic of Karakalpakstan, governors of regions, districts and cities.

It is flown on the days of presedential elections of the Republic of Uzbekistan, parliamentary elections for the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, the Senate, Kengashes of People’s Deputies or referendums.

The flag is placed in the territories or buildings and on vehicles of diplomatic missions, consular offices and missions of the Republic of Uzbekistan to international organizations in accordance with international law, the rules of diplomatic protocol and the legislation of the host country.

Following the norms of international law, the rules of diplomatic protocol, as well as the approved program of stay of the heads of state and government and other official delegations in the Republic of Uzbekistan, the flag is raised on vehicles, at railway stations, airports, on the route and other visiting facilities 24 hours before the arrival of delegations and is lowered within 24 hours after departure.

The State Flag is hoisted on foreign ships and river vessels, as well as on other means of transport of the officials include the President of the Republic of Uzbekistan, Speaker of the Legislative Chamber of the Oliy Majlis, Chairperson of the Senate of the Oliy Majlis, Prime Minister of the Republic of Uzbekistan, heads of other official delegations of the Republic of Uzbekistan, heads of diplomatic missions, consulates and international organizations.

It is hoisted in sea and river vessels registered in the State Inspectorate Register of the Republic of Uzbekistan, in military units, formations and units of the Armed Forces of the Republic of Uzbekistan, as well as in other military structures – following the general military charters of the Armed Forces of the Republic of Uzbekistan, on sports grounds — during the championships of the Republic of Uzbekistan, international sports competitions with the participation of national teams, and during the award ceremonies of the winners of international sports competitions representing the national sports teams of the Republic of Uzbekistan.

Each of us is filled with a sense of joy, happiness, pride and honor when our compatriots ascend to the podium at the Olympic Games and World Championships, when the state flag is raised and our anthem is played. The fact that this is a symbol of an independent Uzbekistan is even more deeply rooted in our hearts at such a time.

The Stae Flag of the Republic of Uzbekistan may be hoisted during national holidays and ceremonies with due respect.

Signs with the image of the State Flag of the Republic of Uzbekistan shall be placed on the aircrafts included in the State Register of Civil Aircraft of the Republic of Uzbekistan or the State Aircraft Register of the Republic of Uzbekistan, as well as experimental aircraft registered with the Aviation Administration of the Republic of Uzbekistan, state registration plates of motor vehicles and their trailers and the main border sign of the Republic of Uzbekistan.

Signs depicting the State Flag of the Republic of Uzbekistan can be used in subjects, in the educational process and as an element of state awards of the Republic of Uzbekistan for determining the affiliation to the Republic of Uzbekistan.

Following the law, the inclusion of elements of the State Flag of the Republic of Uzbekistan in the requisites or advertising materials of documents of non-governmental organizations is not allowed.

In addition, signs with the image of the State Flag of the Republic of Uzbekistan should not be used for commercial purposes for the sale of goods (works, services) produced or sold. The symbols of non-governmental non-profit organizations must not be similar to the State Flag of the Republic of Uzbekistan.

When the flags of foreign states and/or international organizations are hoisted simultaneously with the State Flag of the Republic of Uzbekistan, the State Flag of the Republic of Uzbekistan shall be hoisted in accordance with the norms of international law and the rules of diplomatic protocol.

The State Flag of the Republic of Uzbekistan shall be hoisted at the main entrance of the building or other suitable place, either on a handle with a suitable handle or on a flagpole in such a way that the flag handle forms a maximum angle of 45 degrees with the front of the building. The fabric of the hoisted State Flag of the Republic of Uzbekistan must be at least 2.5 meters above the ground.

The State flag of the Republic of Uzbekistan and its image, regardless of its size, must always correspond precisely to the color and schematic image enshrined to this Law. The Cabinet of Ministers of the Republic of Uzbekistan shall establish the procedure for the manifacture, storage and destruction of the State Flag of the Republic of Uzbekistan.

The Ministry of Foreign Affairs, other state bodies and organizations shall monitor compliance with the Law on the State Flag of the Republic of Uzbekistan by diplomatic missions, consular posts, as well as representatives to international organizations.

Citizens of the Republic of Uzbekistan, as well as other persons residing in Uzbekistan, must respect the National Flag of the Republic of Uzbekistan. Persons guilty of violating the legislation of the Republic of Uzbekistan on the State Flag shall be liable under the established procedure.

May the flag of our country continue to fly high in the buildings of countries and international organizations.

Our flag is a symbol of our peace and tranquility, our free and independent life, our confidence in our bright future. May it always fly high.
