The «Concept of the organization of advanced training of members of election commissions» approved by the Central Election Commission (CEC) on April 27 this year, served to hold the Presidential Election on October 24 on the basis of the national electoral legislation and international tendencies.

On the basis of this concept, special curricula and teaching materials were developed by qualified experts of the Academy of Public Administration and Tashkent State University of Law, and large-scale seminars and trainings were held throughout the country with the participation of professional experts.

The training covered important topics such as strict adherence to the principle of «one voter – one vote», a broad explanation of the importance of individual voting, as well as work with the electoral register, single electoral lists and the use of the procedure for using the electoral process management information system.

It is gratifying that this approach was emphasized by the influential international organizations involved in the election observation, including the Parliamentary Assembly of the Organization for Security and Cooperation in Europe and the Office for Democratic Institutions and Human Rights, the Shanghai Cooperation Organization, the Commonwealth of Independent States and the CIS Interparliamentary Assembly, the Parliamentary Assembly of Turkic Speaking Countries as well as the Organization of Islamic Cooperation and foreign mass media.

In this regard, the Central Election Commission, Joqargy Kenes (‘the Supreme Council’) of the Republic of Karakalpakstan aim to recognize and stimulate the regional instructors – professors and teachers of higher education institutions, who took an active part in the Election of the President of the Republic of Uzbekistan in Tashkent and regions, responsibly and conscientiously fulfilled the tasks assigned to them.

In these past few days, measures have been taken in a number of regions of the country to achieve this goal.

At present, at the Academy of Public Administration under the President of the Republic of Uzbekistan, 147 qualified trainers from Tashkent were awarded Certificates of Merit by the Central Election Commission.

CEC Deputy Chairman Bakhrom Kuchkarov, who took part in the event, expressed appreciation to all the trainers – professors and teachers of higher education institutions who have made a worthy contribution to the preparation for the Election of the President of the Republic of Uzbekistan and its holding at a high organizational level in compliance with the national electoral legislation and international standards.
