On May 31, 2022, the Central Election Commission held its regular meeting.

The meeting was held in a hybrid format and was attended by senior officials of the CEC’s Secretariat, as well as media representatives. Also, members of regional election commissions were present at the meeting online.

During the meeting, the Commission considered the report of the CEC’s working group that assessed the activities of regional and district/city election commissions of Andijan, Namangan, and Fergana regions as well as their practice of conducting elections for local Kengashes of people’s deputies.

The Central Election Commission, based on its powers, studied the practice of uniform application of the Election Code by lower-level election commissions in conducting elections for vacant seats in regional and district/city Kengashes of people’s deputies.

The study showed that although the commissions, in general, performed their work within the legal framework there were identified certain shortcomings.

Based on the results of the study, the CEC discussed with regional and district/city election commissions the measures aimed to eliminate the shortcomings in the work of election commissions and improve their performance. The CEC and other participants noted that there is a need for continuous professional development of regional and district/city election commission members through short-term training courses facilitated by the CEC. Along with this, the CEC decided to update and develop the methodology and guidelines for holding local elections.

The CEC’s working group also studied the state of storage of electoral equipment that was distributed to the above-mentioned regions during past elections and shared its conclusions and recommendations during the meeting.

Following the meeting, the CEC adopted relevant resolutions provided that regional administration together with regional and district/city Kengashes of people’s deputies are advised to implement all recommendations proposed by the CEC’s working group.
